Note: The State of West Virginia, as a Bay
watershed headwater state, is a full partner with the signatory member
jurisdictions of the Chesapeake Bay Program for these two directives and all
other Chesapeake Bay water quality initiatives. The links display 10 January
2005 documents signed by WVDEP’s Division of Water and Waste Management
Deputy Director’s signature but Gov. Manchin later confirmed and signed
these directives for West Virginia.

This document provides an excellent perspective on how cap loads were
developed and how allocations were assigned to watershed basins and political
jurisdictions. In particular Chapter IV is very useful for understanding
the process and the issue of equity in reduction assignment.
